Is the BIOS loaded for optimal settings?
Thus, loading the default settings and where necessary tweaking the settings.
I can understand if you don't know what setting might need to be tweaked.
Well for the moment Secure Boot and UEFI is enabled, I've also tried disabling those two and enabled CMS to no avail.

Though there aren't really any other settings to tweak.

Have you pressed f8 at the right time?
With the laptop off, press the power button.
Begin to tap the F8 key.

If you tap too rapidly or start too early, you may get an error or hear beeping.

Wait for the "Advanced Boot Options" screen to be displayed.

If it doesn't display, you may shut down the computer and try again.

On the "Advanced Boot Options" screen, use the up and down arrow keys to select "Safe Mode."

    Press ENTER.

In the boot options, choose diagnostics tests.
Run the diagnostics tests as extensive as possible.

    What are the boot options?
In a laptop, this option should be available, it runs in the BIOS.
