I got new information to try from trisquel forums. They said other people had same issues with dell inspiron with fan and said that updating the bios fixed it. I am not sure if I updated it correctly going to try again with this guide below.

I successfully flashed my bios from A04 to A05. Still the fan doesn't work. What should I do now? is there anything other than the fan I can replace? I already replaced the fan with a new one that didn't work... hmmm What's the cheapest place to get your pc repaired?
Good luck with finding ons, I can't think of a place where the repairment is cheap. Especially not one that is on the other side of the world for me.
I replugged everything in again on my laptop on the inside and now the fan works during bios startup. But it isn't working now. Is that normal? I haven't had my laptop on for long maybe that is why. Now I will try doing the tests on my hardware on my laptop. :)
My computer is hot and it isn't running.only runs during bootup.
