The cause is the Intel Management Engine Interface driver
The software either needs updating, or you have to disable/remove it.
    Code:
    6: kd> lmvm TeeDriverW8x64start end module name
    fffff801`f74a0000 fffff801`f74d0000 TeeDriverW8x64 T (no symbols)
        Loaded symbol image file: TeeDriverW8x64.sys
        Image path: \SystemRoot\System32\drivers\TeeDriverW8x64.sys
        Image name: TeeDriverW8x64.sys

Try it, if it does not help, disable/remove it.

    Try this:
    • Search "services.msc" (without quotes) and open it.
    • Search the service Intel Management Interface Engine, or something that looks like it.
    • Right click the service > click properties
    • Change the startup type.

I uninstalled it, but it was his file in the System32\drivers\TeeDriverW8x64.sys
I have to delete it as well?

I did not find it that way, I was because I uninstalled?

I assumed, because the file is still there, you could still disable it.

Please make sure you have backups, restore points, restore media, everything that is possible for getting back into windows normally.
Because it is in the system32 folder, it is quiet dangerous with deleting something.

After you have multiple backup methods, I can give you permission to remove it
