    The Mail App is in the same language than Windows. If you want to change the language of Windows, install a language pack. See this tutorial: Language - Add, Remove, and Change in Windows 10 - Windows 10 Forums

    When you have changed the Windows display language for your preferred language, the Mail app will be in the same language.
