No such animal in Mail app.

    Stick with WLM.
In the future WLM won't work with my Outlook.com account.
I have other POP accounts that I use WLM for and want to possibly migrate them all to one app.

I decide to try the Mail App as I am currently using WLM. Is there a way to setup mail rules so I can send different new mail to different folders like in WLM?

This is typically the task you have to perform in webmail of yours outlook or hotmail account.

Go to internet and set the rules about different incoming mail. This will then appear according to this rules in your Mail app in Windows.
You can also connect different mail accounts and add different extensions (this is new to me).

    Thanks for the information.
I am just learning the new Mail App and the difference between Outlook web account and my ISP's POP accounts and how it compares to WLM. More reading and research to do.
