Sorry for basic dummies question.
Recently taken advantage of upgrade from Win7 and would like to make IE11 open as my default browser.
If Edge must take precedence how can I have IE open at start up?

First you will need to see IE brought back from the dead of course and then simply go into the 10 "Start menu>Settings>System>Default apps" where you scroll down to the Web browser option to see IE11 set as the default. Since Edge will be forefront when first arriving after IE is back working for you you simply click on the rectangular box as the lines will appear and browse through the list of browsers if you have others installed or simply see IE on the spot to select that instead.
Since IE11 is still a feature but disabled and not in plain sight you will want to review the guide for this in order to get IE back up and running in Option Two. Internet Explorer - Install or Uninstall in Windows 10 - Windows 10 Forums
It's actually quite easy to get into the Programs & Features to find the turn on or off Windows features option there as well as pinning IE to the taskbar! Once you have IE going again just go in and change the default browser app and you are set to go! :)
And if at some time later you decide to try another browser when first going to open that up the button will be there on the same screen as the home page you see to check off the check to if .... is the default browser which can be left unchecked if you intend to keep IE as the default.
Night Hawk has shown you the way to set IE11 as your default browser.
Just want to mention this to you.
If you are used to set programs as default in Windows 7 via Control Panel > Default Programs > Set your default programs .......that method is still applicable in Win 10.

Well glad to hear you have that sorted out even on someone else's machine while visiting family. I often get asked to correct someone else's mess so don't feel alone in that!
