    NEW INFO:
You don't need to uninstall Rapport completely. Do the following:
    1. Open Rapport Dashboard
    2. Go to 2nd page
    3. In Security Policy section, click "Edit Policy"
    4. Enter the User Approval code (not case sensitive)
    5. Click OK
    6. In the Security Policy edit screen, the 2nd entry down, "Validate Website SSL Certificates," change drop-down option to "Never"
    7. Click "Save" at lower left
    8. Start IE 11 as usual.
Thanks for the lead. I know this is an old thread, but Rapport is still slowing down PCs. In my case, IE simply was "not responding" after opening.

If you're reading this thread in 2025 (when Rapport will still be a problem), you can also "Stop Trusteer Endpoint Protection" from the Start Menu. Then, see if the problem is temporarily resolved. If performance improves, Rapport was the issue. I re-enabled ("Start Trusteer Endpoint Protection") and edited the policy settings 1-by-1 until I found the one that broke IE.

I changed "Block Browser Process Alteration” policy option to “Never" which worked for me.
