Default browser is IE11.
No 3rd party browser installed.
Home page is google.ca
Situation :
I have IE11 shortcut on my desktop. Each time I click it open, I get 2 google tabs.
Why is that ?
This situation happens only on opening IE11shortcut. Other desktop shortcuts are not affected.
Click "Tools", "Internet Options", "General" and in the "Startup" box, see if "Start with tabs from last session" is checked.

No, that is not it. BUT, you pointed me the right direction which I should have thought of.
Under Home page, I had google.ca entered TWICE. Erasing one fixes it.

You may need to go further. On the same page go to Tabs and select/configure what you require.
