I have disabled all startup items in the task manager, and when the IE would not open. through elimination all 3rd party services in system configuration. I have yet to successfully open IE under these conditions.
    How about a clean install?

Just do not rush to put back any third party software as of yet, test IE 11 first and get back to us.

Alas, I have gotten my explorer back!
I had postponed the reinstall due to the headache that I envisioned. I was having an issue with Norton antivirus not finding by backup location and went to Norton for help with that. They apparently uncovered a program using web based scrubbing program that was a know bug. Once they removed it ie was working and my backup was successful.
