IE 11 does not open

    Norton keeps history of these, if you can check it and see exactly what it is telling you there. I have Norton Security 2015 as it might be in a different place then yours. I am thinking maybe your Security suite maybe interfering with IE can try to disable the Firewall and Real time protection temporarily. Also possible cause of IE not working malware or virus, so can also do a full scan of system.

    Still trying to find out a cause of IE issue. When you turned it off in Programs and Features, did you click Apply and OK and restart the PC and then go back and do the same, but this time turn it on.

    Another thing i saw in Internet Options is to check this, see if it is checked in it's box. Internet Options > Advanced Tab > Scroll Down to the area Security > Uncheck "Enable Enhanced Protected Mode

    Is Chrome or Firefox your default browsers ? Does Microsoft Edge work ?

    "Norton keeps history of these,..." I looked in norton - secuity - history but did not find mention of the error. Not sure where else to look.

    Chrome is default browser. firefox was just installed yesterday and works. Edge works.

    See anything in Norton called History in it's settings or main screen ? temporarily unselect Chrome as default.
    Try this with IE, just want to see if it loads. Right click IE and select from the drop down menu Start InPrivate Browsing

    Something on the system is stopping IE either Security suite or another software, corrupted files if any should have been fixed by SFC command you ran, can try these a few times same as i showed you, in same order and reboot.

    "See anything in Norton called History in it's settings or main screen?" security all green. In history there are many entries, no reference to the raid error. only red entry was for disabling firewall to see if IE would work.

    First issue might be irrelevant to the IE issue, so one at a time.
    Really where are you clicking IE, because i tried it on mine and it shows in All Apps and i have it attached to my Start menu ?

    I tried clicking on IE on the task bar (where I pinned it. I also tried it in all apps - windows accessories. The only options on task bar are "internet explorer" and unpin. The options in second location are unpin from start menu, more (unpin from taskbar, run as administrator, open file location ), uninstall

    We have tried just about every solutions most will try to resolve this IE issue, i can not think of any others even from researching it.

    Mine here
