Please try changing mailto to Thunderbird.
I actually tried that already. I have Thunderbird installed and switched to it as the default and that was the only email program that mailto from ALL my installed browsers would use correctly. None of my installed browsers ( and I have several installed because I test my own business website on them ) will use a mailto link properly SINCE I installed Windows 10, with the exception of when Thunderbird is made the default mail program. So it seems to be a problem with Windows 10's system stuff but no one seems to be able to figure out how or where.
Frankly guys, I'm so fed up with this, and several other problems with Windows 10, that I'm about to have to buy a newer PC with Windows 8.1 and move everything over to it and delete this mess of an OS, and wait 3-5 years until Microsoft gets their act together.
Hi, I have installed Pegasus mail, and during the installation, accepted the option to set it as the default mailto client.
I also set it as the default from an Open with prompt.
I can confirm that clicking on email links opens Pegasus, and that the mailto entry as per my screenshot shows Pegasus.
I installed Pegasus at a custom location (in the same folder as Thunderbird's installation folder).
So there appears to be no fundamental conflict with Win 10.
This might suggest some other issue with yours which is affecting mailto. You mentioned you have noticed some other problems- could you list them or suggest any that could possibly be related?
It is a bit Strange but mine 1/2 works
Edge .................opens WLM as it should as my default Mail App
IE 11 .................opens WLM as it should as my default Mail App
Brave ................. Being Chrome/Mozilla based opens my gmail account on the Web instead
Chrome ............. says it can't open the mail App as WLDCore.dll is missing and to reinstall the Program (works fine)

That's novel. I installed it in its own folder, but it's been installed for years and this was a Windows 7 system until the Windows 10 "upgrade" in July. Don't know what yours was.
On your PC anyway. I'm also running an AMD CPU. Not sure if that enters into it. If Windows 10 only likes Intel, for example.So there appears to be no fundamental conflict with Win 10.

I had one event where there was a black screen and I couldn't get the PC to come alive again. Finally had to shut off the UPS power, and THEN it wouldn't boot, saying something about a boot sector failure! I freaked! Finally had to do a Safe boot and it fixed it and got it working again! It MAY have been doing the stupid updates without permission AND going to a black screen while doing them, so we don't even KNOW they're being done! WTF Microsoft!
Then I had a BSOD the other day. Unresponsive PC. Had to hit the power button to restart!
This OS just seems like sh@t.
I understand that 8.1 is a nice stable one now. So I had to buy my sister a refurbed PC, to get her back to 8.1 now and get rid of 10.
That "free upgrade" is costing us a LOT and threatening my home based business and entire computing life since 1992, which is on this machine. Thanks Microsoft!
Now I just got another message saying that it needs to schedule another reboot for an update. DREAD!
I'm feeling like this is The OS From Hell.
Both my older Machines got updated to AU yesterday finally , so perhaps that is what is waiting .....it it says it is a Feature Update it is....
Do a full Drive Image with Macrium 1st so you can Rollback if needed , I had to try again after uninstalling Avast, and it saved alot of hassle.

See above again I editted ...about Macrium.... saved me after 4hrs of looping dots....
I don't allow Major Updates to 10 now without a Full Image just in case.
In Settings>Update+Sec.>Win.Update , it tells you what is waiting for the scheduled Restart.
