Whatever browser you're using should have a way to clear cookies and cache.
In Firefox for example.... it's under Settings...
And you can always flush the DNS cache in Windows...

Lastly, there are 3rd party programs that can clear or manage cookies, like...
CCleaner, Wise Disk Cleaner, etc.
Another route to the Delete... dialogue box is via Edge.
Settings > Privacy, search, and services > Clear browsing data for Internet Explorer > Choose what to clear.
The Settings to right of Delete... > Website Data Settings tells you the location > View Objects, files, Caches and databases Tab > Delete.
That is the case with IE 11 working properly and enabled. IE 11 being retired in June anyway.

Try3 when I used that I clicked the "Delete" button at the bottom. On my windows 10 PC nothing happened. On my Windows 7 PC it actually deleted cookies.
I will stick to "Wise Disk Cleaner" as it seems to work fine.
The "Delete ..." button is supposed to open another dialog where you click a Delete button to do the deletion.
I don't have a Win7 screenshot left but I thought it was the same then.
If that's the only fault symptom you have then you might well decide to ignore it but otherwise you might decide to use
SFC - TenForumsTutorials
or even a
Repair Install Windows 10 with an In-place Upgrade - TenForumsTutorials
but there's only four months to go anyway

Try3 you are correct, it does open another window, but I still had to click the "Delete" button on that window.
