How to diagnose why suddenly many web sites can't be accessed

With Chrome I have problems accessing the NYTimes, for example. Part of the page appears, part does not. And I get messages that the page took too long to respond. And if I try to find something I get "google took too long to respond."

I've rebooted; I've cleaned the cache. Still nothing.

I have better access with Opera.

    How can I diagnose this?

First, go to the 3 dots at the Upper Right toolbar Help/About Google Chrome and see if it is Up to Date, if not update it.
If updated, go to Extensions folder and remove any Extensions you do not use.
If all else fails, Click Reset Settings and reset Chrome to Defaults

That seems to work. I killed a few extensions and the site almost immediately became responsive.

BUT, funny, tenforums then "took to long to respond" but then it came up.

Still, it seems OK. MUCH APPRECIATED!!!!!!!!

Unfortunately, the extensions I turned off (Ad Blockers) are really necessary for viewing some sites. But with them on, accessing the site is often very difficult or impossible. This is all new. I've used these blockers for a long time with no issues. Now, bad if I do, bad if I don't.

    I turned off all Extensions.

At the bottom of the Chrome screen I can look at "Connecting" for like a minute each time I click on something. Again, all recent.

I can reach WaPo and TheGuardian as usual. But NYTimes, took a long time. Weather.gov, up immediately. Facebook, party. Slashdot: News for nerds, stuff that matters, no.

WELL, apparently there is some kind of outage at ExSpectrum that I use. SO, hopefully that's it.

It doesn't make sense to me. I don't see a pattern.
