They've changed the layout and it's much better for desktop.
I'm happy about that. :)
The background in the left panel is a nice touch too.

Notifications are still coming randomly. I too have 3 acc (a gmail, an imap Telenet, and outlook which I don't use). I also think that these multiple accounts causes the problem. I have a feeling Paul that you are getting close to the solution. I'm looking forward to your tutorial "how to solve notifications problems"
An improvement for me is that all the mail accounts are now listed in the left pane.
So far it's working well with just having Outlook in there, I have received notifications about all emails
However, if the system does any type of system maintenance, it takes all mail notifications out of action centre, I cannot find anything that has crashed though in Event viewer or reliability history
I will keep on with my mission to search for solutions and find a permanent fix (unless MS beat me to it)
Having a similar issue; I have Mail set up to show banners and play a sound. Confirmed in Notification settings. I set up my sound scheme to play AOL's old "You've got mail!" when I get a new mail. Set it as Desktop Mail Notification. Also have it set as New Mail Notification, but Windows 10 still insists on playing the Generic Notification sound set as Notification. I don't want to change that, as I know that if I do, every time I get a notification, "You've got mail!" Don't want that; it'll get old.
