Sorry to hear of your Hotmail grief, I've been there before. I know this has happened to me several times over the years and repeating the same process repeatedly is rarely successful. I'd be searching for a different method.
Have you dared to attempt resetting the password via the url using the Samsung phone itself?

Until you've got this sorted, important emails can always be forwarded elsewhere from the Samsung phone. You may want to change your vax passport email address before any further attempts to recover.
I've used the above url to attempt to learn, however; I must admit some fear of following the process too far and pooching my access to Hotmail.
I followed it to where I can enter a new email address for the unlock details, by clicking 'I don't have any of these'. I don't see how that can help nor can I advise you simply repeat what you've already tried.
