No store usage for me. But, even if I did, it wouldn't explain the apparently phantom space usage and inability to delete it. But I guess it would make sense that the system would have a hard time deleting files that aren't there.

I just found the solution to deleting the Temporary internet files in Windows 10 !!! :)
Just go to the following folder:
C:\Users\(Your Name)\AppData\Local\Microsoft\Windows\INetCache
Then "Select All" (Ctrl + A)
Then press the "Delete' Key on your keyboard.
That should "do the trick".. I just did it.
Now my machine 'flies' (works very fast, like it should be)
