I see Windows 8 is set to default 100 but won't stay if I set it lower after clicking apply.

    To
manually compact if your WinMail client bug won't let you, then use this little program to manually compact it for you: Windows Mail Utilities

Tested / Working ..on WinMail in Windows 8 and Windows 10

You said Outlook, but you meant WinMail right? !
    For WinMail,
Then one way is to go to Control Panel and navigate to Default Programs> Set Default Programs..
Click ''Windows Mail'' in the list, and click ''Set This Program As Default''
Here's a screenshot I just made for you: (click to open it full if needed to see it better)

And so you do have Outlook installed? What version is it?

I am not able to read your error prompt because it's not in English sorry, I only know one language and I can't copy/paste the text into a translator because it's a picture and not text; but I do get the gist of it.
I'm curious why do you have WinMail installed if you also have Outlook installed on Windows 10?

Anyway, I do not have Outlook installed on Windows 10 yet ..and so I am not able to trouble-shoot in order to develop a work around, you understand that right?
I can say with all certainty though that without Outlook installed - a stock Win10 install with WinMail reinstated - the Send To: Mail Recipient - Does Work! ..and so it must be something with what the Outlook install sets up, and that's not surprising. What version is your Outlook?

I'm sure somebody has run across this issue in Vista so there has to be an easy way to resolve..
I'm sure I could develop a way around the problem, but I would have to install whatever version Outlook you have, and work out the details, and that would take time and effort - and time to do that is not in abundant supply on my end; besides how important is this issue to (how many people) to warrant a fix?

I can say for sure that on 'Windows 7' ..that I do have Office 2003 with Outlook installed, along with WinMail reinstated - and WinMail is set as the default email client, and when I use my Send To: Mail Recipient it only opens WinMail; but of course when installing and prompted by Office, I specifically said no when it asked if I wanted Outlook to be set as the default client. I do not use Outlook much though, and I had only installed it with the office suite at the time just to make sure Outlook (2003) and WinMail could exist together, and of course the answer was/is yes.

I have not checked but was updated from the store today along with the Calendar App.
On all my systems it appears in Red at bottom of Mail app when you click to delete your mail.
It comes up Deleted then on right hand side at bottom a little arrow with Undo.
It only appeared today since updated.
Nice to know now you can get mail back if you by accident you hit the wrong button

Update have tested it and works also on mail in deleted folder when you want to clear completely all folders
