How to resolve, This app has been blocked for your protection

Tried to load a older program today that has always worked only to get this message.
How to resolve, This app has been blocked for your protection-error.jpg

Dig a little digging online and found out it is a Microsoft problem after one of their "great" updates. I tried a few things such as switching off the app and browser control and a couple of other minor things but no luck.

I only found one solution that involves signing out of my account and then in as administrator (which I already was) but then I have none of my regular desktop icons/programs etc.

Has anyone found a quick fix for this that doesn't involve account switching? thanks.

It did not help ( but thank you anyway) luckily I found a solution in the registry. Had to disable user account from there. So simple for such a damn annoying problem.
