Can't even see SmartScreen in Firewall settings, lol.
Then there working on it. Take good note that in the hours to come, unless 1803 is delayed a second time, Defender app's functionality must be restored in 1709 and 1803.

    1709: MSASCuiL.exe won't start
    1803: MSASCui.exe won't start

SmartScreen is not down in 1709.

Same Issue here, SmartScreen unable to be reached, so think it's not local, happening on every PC on the network, Been spending my morning trying to fix Avast issue, but i'm done on that, using Defender for now on on every system

MSASCuiL.exe and Smartscreen.exe do run in 1803, this is something that just popped up today, was working fine for a week.
Funny thing is if you DL a new file in IE and set it to run, it works ok, but if you DL in FF to DL folder and run the same file you get the error.

I meant to post in this thread earlier but got distracted and forgot. I downloaded something earlier and it gave me the same error about Smartscreen. It has been a few hours since but it happened to me also. This is a clean install of 1803 from about a week ago.

Still the same? I ended up installing the file I was going to, so can't check.
